The Development of Mental Health Indicator: A Review of Indicators Currently in Use

Abstract
Mental disorders are recognised as a major source of disease burden in the world. In the Global Burden of Disease study conducted by the World Health Organisation and the World Bank, mental illness was found to be second only to cardiovascular disease in terms of total burden of disability and premature death. Promoting mental health and preventing mental health problems are priorities for the World Health Organization and for the European Union. Both the recent WHO Mental health Declaration and Action Plan for Europe and the EU Green paper on mental health highlight the importance of establishing good information on mental health and the need to establish systems and indicators to assess the mental health of populations. This paper reviews mental health indicator development policy and practices of eight organizations, countries, regions; WHO, OECD, Lancet Global Mental Health Group, United States, Australia, UK, Scotland, Europe. And further, this paper provides information about process for indicator development. There is a need to measure mental health amongst the Korean population to determine whether mental health is improving in Korea and to track progress. The aim of mental health indicator development is to improve the mental health system and to provide information of current mental health status and the change. From now on, we will make an effort for developing mental health indicator to monitor progress in implementing reform policies, providing community services, and involving users, families and other stakeholders in mental health promotion, prevention, care and rehabilitation.
